If you show some flexibility (while still insisting on containing spending growth), than you might be able to fight off that 2/3s. If you just say "I'm going to veto any bill that doesn't slash spending", than your veto is likely to get overridden. I'm not saying I'd be happy about that, I'd like to shrink government, but actual shrinking is only possible if we have a very different congress. And while term limits or just voting out the garbage could help, they wouldn't be enough, you would have to get a lot of voters to change their mind to really shrink government. Even containing its growth is very hard.
