Seriously, if you're in the NW, you have cheap hydro power. Not available here.

Notice the two cheapest states - WY and WV - big coal producers. Not only do they have a lot of coal, it doesn't have to be shipped very far.

The avg rate for TX in the link above is lower than the rates in the link I posted earlier, which probably means the earlier link was a little old. I expect drops in natural gas and coal prices have lowered costs recently.
