Do you think it's a fair tax? A commission created by Congress to study transportation financing released a report Thursday in Washington offering recommendations on how to pay for highways, besides the gas tax. One idea at the top of the list: a mileage-based fee (formally called a Vehicle Miles Traveled Fee, or VMT) which would tax drivers on how many miles they drive rather than how much fuel they burn. According to the report, "The Commission believes that such a system can and should be designed in ways that protect users' privacy and civil liberties ... that do not interfere with interstate commerce, and that support goals for carbon reduction. "Moreover, greater use of pricing mechanisms, including both targeted tolling and broad-based VMT pricing systems, may spur more efficient use of our highway network(.)" Because the gas tax has not been increased since 1993, as cited in the report, the National Surface Transportation Infrastructure Financing Commission has listed several ideas for generating additional revenue. Aside from a miles traveled fee, the report also highlighted these strong federal options: automobile tire tax carbon tax/cap and trade heavy vehicle use tax truck/trailer sales tax vehicle registration fee container fee tariff on imported oil sales tax on motor fuels truck tire tax Dozens of other ideas are also listed in categories entitled, "Moderate," "Weak," and "Not Applicable/Seriously Flawed."
