WASHINGTON - President Obama's $3.6 trillion budget came under criticism from an unexpected source yesterday - Sen. Kent Conrad, the Democratic chairman of the Senate Budget Committee, who vowed to give the spending plan a "thorough scrubbing."

The blast from within the ranks of Obama's own party comes as Congress is girding for battle over the budget document - which pays for health reform, clean energy and other programs with $1 trillion in tax hikes over the next decade.
