Remember, there were so few of them in the States before 9/11 that they couldn't even round up the 30 guys they wanted on the planes and only got 19. It took them 5 years to put together the 9/11 attacks. There simply are many more of Al-Qaida in Europe.

These people were STANDING IN LINE to become martyrs. Hell, at one point, at the original AQ camp in Afghanistan, they came under Soviet fire and just stood out in the open hoping to martyred. Didn't even try to defend themselves. That's the nature of the organization. There were thousands available.

It's been 7.5 years since then and still no attacks.

Al Qaeda isn't really a centralized organization anyway, so even thinking in terms of "linear planning" doesn't fit.
