not a lawyer, nor judge.. etc. i see what is going on, i am not blind. i see, you mentioned .. marihuana and petty crime... as the cause for the clogging. ok... i wonder, maybe they ought to read on prohibition and see if it would apply.... it seems that -in your assessment- the system is wasting valuable time in what you called petty crime... well, that is not a surprise, after all, the system is part of an out of control bureaucratic monster... are you a trial lawyer who is happy with participating in an entangled web of an ever complicating morass...? but i digress, my comment was in reference with a small modification that would make the system -as i pointed out- a little fairer and more efficient. i do not need to be a lawyer to understand THAT.
