I asked him the same question: en.wikipedia.org Maybe Obama just needs to appoint 9 more U.S. Supreme Court Justice's (friends) like FDR tried in order to make it legal.

Re: "Didn't we already go thru that and wasn't the law found unconstitutional?" No. A DIFFERENT LAW was held to be unconstitutional by the Supreme Court. This new proposed law is specifically addressed to over-come what the Courts found objectionable in the earlier one. (Obviously however... if and when this new Line Item Veto law is passed, it will immediately be challenged. Ultimately the Courts will have to answer whether it is permissible or not.)
