Are you sure that the R&D cost is included in health care cost as it's discussed in this context. I don't know that it isn't, just assumed that we were talking about the delivery of health care. To the extent that the cost of delivery, such as for drugs, includes R&D it would, but I don't know about research and studies done in universities or the development of techniques that don't result in produce, for example.
