The problem with forced sterilization is that it gets used on people it should not be used on- and it's impossible to make all those people "whole" if you blow it, and plus, it's a huge invasion. You could, I think, condition payments on people NOT having children- that has been tried, although I'm not sure what the success rate was. Better a carrot than brutality that could go easily awry.
