Apparently so. If a dark interregnum does develop, I think it will be characterized by a breakdown of trade. Such breakdown will hurt most those regions that are trade dependent, such as China, Japan, Europe, and least regions like Brazil and North America. The USA is one of the least trade dependent countries and in a pinch it can drastically cut down its key import, oil, and dramatically decrease consumption and measurably increase domestic production of either it or natural gas -- as was demonstrated in 2008.

I am not aware of any special treatment of the Cantonese during the cultural revolution. As for HK, a breakdown of trade in a dark interregnum will greatly diminish its usefulness to the new bosses, while its accumulated wealth will be a tempting target.
