I'm not sure of your logic, Karen.

If you hire a plumber, and then pay his bill after you get your income tax refund, are the taxpayers paying your bills for you?

The AIG bonuses were part of employee contracts BEFORE the bailout. They would have been a payroll liability to AIG regardless of whether AIG received any gov't money or not.
