Sorry, dummy. The Iraq war was NEVER in any Bush budget. It was always funded as a series of EMERGENCY appropriations outside the budgetary process. Obama has changed that.

You're thinking discretionary vs. non-discretionary, which just means liberal entitlement programs are not up for question like Social Security and Medicare. That leaves defense spending. Funny how that works.
