It is a problem when a government starts handing out money to those who are staying home watching Oprah. Human nature intervenes and dictates that those people will prefer to stay home watching Oprah over getting a job.

As I showed earlier, a person can easily make more by watching Oprah than by taking a job that is beneath his skill level, e.g., at McDonalds. The incentive is not to work. The problem is easily solved.

Just require that for a person to receive benefits they be doing something. Picking up trash on the side of the road, sweeping streets, whatever. But not sitting at home. Then they have an incentive to get a job if they are able to. That's all.
