Well that's the scientific answer but I think it's simpler than that. Currency exchange rates are manipulated. I know a beer in the USA at a bar is $4.00. I know a better beer in Bulgaria is $.75. I know the transporations costs are probably $1.00. I know the exchange rate between the Leva and dollar is 50 Leva to 35 dollars. The numbers just don't add up. I would expect inefficiencies in the short term, but not year after year after year. The currencies have to be manipuled like China manipulates the value of the yuan to have an export advantage.
