Seemed much more to me like an expression of how Marx thought the world worked rather than a call for anything to actually happen.

When he wrote the thing, children slaved away in sweatshops for 90 hours a week for pennies and families lived in absolute squalor in cities. He thought that people would rise up and take over because of it. On the contrary, corporations and governments got smarter, improved working conditions (much because of government regulation), and significant populist uprisings were averted (for the most part).
