Uhh, yes.

The Bush administration's slap-on-the-wrist settlement (after Clinton's DOJ won a strong victory) with Microsoft was not only neither punitive nor remedial, but effectively sanctioned Microsoft's bad behavior given A) no real consequences, and B) double jeopardy.

The Bush administration was very timid on the antitrust front for the duration of his presidency.
