I'm almost 100% sure that Merrill and a lot of other brokers were either sued or prosecuted several years ago by the government and by a class of plaintiffs for front running their clients' bids. These penalties are just a cost of doing business. Until someone is thrown in the pokie, it won't stop, and even then probably not. It's a wonder anyone has accounts with these crooks.
