At the local level in Somalia, there are clan leaders who fund the boat squads and handle the negotiations and payments.

But the shipping insurers are effectively funding the pirates by paying ransom. These lucrative ransoms create a vicious feedback loop of higher insurance rates and more pirates with better weapons and equipment.
