The USS Bush cost only a little bit more than that "neighborhood stabilization" program. $5.2 bil for the program. $6.2bil for the Bush. Then you would have aircraft and crew costs, and maintenance and operations costs, and the cost for the escorts to form a carrier battle group. I don't know the total but lets say over the life of the Bush (which will be pretty long) they would be $100 bil. (A poorly educated guess, but probably not unreasonable. If anyone has a better figure let me know.) For the cost of all the bailout and stimulus bills, your could fund the lifetime costs (if my guess is correct or close) of over 100 carrier battle groups. (And that's ignoring economies of scale you would get from building so many ships and planes).
