As a matter of fact, it seems that is the case. And belief to the contrary seems to be a myth developed by a number of fraudulent (now debunked) historians more than a century ago.

The main support for the premise you state would be Galileo's imprisonment. It seems that was more of an anomaly than the normal state of affairs. See the past posts linking to wikipedia and to historian James Hannam's site.
