After all... it is 'perceived corruption', right? And what does that mean when people have new found freedom to take part in the poll? Doesn't that increas the likely hood that it is negative? How bout a country such as Somolia? It has always been corrupt and may have been worse in the past. So if corruption drops due to a lack of government it could be much more corrupt than Iraq but people percieve it as less because it is not as bad as it was before. Polls are full of these inaccuracies..
