As I understand it, the original legal rationale for imposition of the Fairness Doctrine over the broadcasters was that the broadcasters were making use of the publicly-owned airwaves (potentially worth hundreds of Billions of dollars if ever sold) for FREE... and therefore, in exchange, the public could demand certain concessions from the broadcasters.

(I suppose that the broadcasters could always --- like the Cell Phone companies have --- buy the spectrum that they use and then be free of any and all such potential restrictions....)
