I'm not sure that it is the same, but assuming it is, tax rate changes are a more minor, generally less controversial, and easier to repeal type of change. Also they are more directly connected to the purposes of budget reconciliation, than adding major new programs.

So you would compare adjustments in tax rates to sweeping new bureaucratic taxes and call them the same?

Did you bother to read the article to discover that two thirds of the Senate had voted for the amendment barring Cap and Trade taxation? Your response leads people to believe the answer is no.
