The problems caused by Hurricane Katrina can be traced to one single issue, the catastrophic failure of the levee system.

The problem was known to exist through several Administrations prior to Bush, everybody had put it off as a low likelihood. It was known that the levee system would fail whenever a hurricane hit with enough force, Category 3+. Through several Administrations the threat loomed but Hurricanes lost their strength before hitting land, or veered off. So the problem seemed remote.

I watched the coverage up to land fall and it was uncertain whether or not the levee system would hold. There was Rivera on the scene showing the shutters flapping on the French Quarter trying to make it seem like a dramatic storm but it wasn't ... not until the levees collapsed which was hardly mentioned until they started to go. It was a secondary effect of the massive water down pour not the force of the hurricane . Only the experts were concerned about it. I saw it covered on the history channel but not on the MSM.

Following the collapse of the levees, suddenly everyone became an expert and knew Bush should have done something ahead of time and had a better reaction afterwords. Bunch a friggen monday morning quarterbacks.
