I essentially concur. Pakistan has been responsible for permitting extremist groups to operate against India. And there are some who suspect that the attacks in Mumbai were part of a plot to justify increased troop movements to the India-Pakistani border by BOTH countries. For Pakistan, that would mean moving troops away from confronting the Taliban, giving them an excuse for wringing their hands of the affair.

The bottom line is that Pakistan is not at risk of an invasion from India. They need to deal with their internal issues, and if India feel comfortable enough, they can withdraw soldiers later.
