The main thing Clinton did was take the deficit seriously, which included raising taxes.

Republicans claimed Clinton's budget would throw us back into recession and be a job killer (no strawman i can back this up with actual quotes) but they were wildly wrong. Instead we had strong expansion, great stock market growth, and record job creation.

Having the government borrow less tends to put downward pressure on interest rates and free up capital for the private sector.

(Now i expect you'll bring up Obama's massive spending, so i'll point out we're in a severe contraction with an interest rate of virtually zero and very little private sector demand for capital, so these are two very different situations...)
