The difficulty is that in that situation is if you propose cutting benefits many people will say you are punishing the child for the sins of the parents.

Mom receives free formula from the government, which she sells and uses the money to buy cigarettes ... I don't see cutting off that benefit as punishing the child (kid isn't properly cared for either way) but some people do ... but then I don't really care if I am punishing the child because in all likelihood that child will grow up to be a threat to my well-being and happiness, and will produce 5-6 kids who will also be threats to my well-being and happiness ... so long as we are in every-child-is-sacred mode there isn't much we can do about the problem and the bottom of the barrel will keep cranking out 5-6 kids a piece.

I think we pretty much have stopped subsidizing that. Welfare has been cut to a very large extent- which of course is why we have the working poor, and is why so many of my students, who come from divorced families, where mom has custody of the kids, a job, and no child support- have no supervision.

Unfortunately children with no supervision tend to explore interesting adult options for entertainment- like sex, recreational drug use, and crime.

So perhaps, if we want kids to stop having kids we should make sure 1. they are supervised, and 2. they have options to keep them busy that do not involve sex, drugs and high risk behaviors.
