Ted, jh: Because that is not what the contract says. Of course that's not what it says. The people who have the most at stake have the least amount of control. I think you are getting to the heart of the matter. You, like Obama, are just fine in discarding the rule of law for a short term gain, call it by some abstract terms (social justice), or what it really is - paying off political contributors (corruption). I think it is a very slippery slope to be on. You may think it is a noble end. I think it is a dubious one at best. You think ends justify the means, I don't. So we disagree. Joe
