I imagine that, at the time, they didn't think it was a good idea to let the American public, or the rest of the world, know what was going on behind the scenes. "Need to know basis" was probably in effect.

But I do agree that they created an air of deception by not at least saying something. Bush was just uncomfortable speaking/using a teleprompter and prone to those Bushisms that the late-nite hosts roasted him over. ("I understand small business growth. I was one." "They mis-underestimated me!")

Now we're way over on the other side being inundated almost daily with the Prompter. Take that little toy away from him and let him try and answer off the cuff and we'd have more late night material.
