If they implemented a guest worker program then legalized and taxed marijuana sales, I imagine CA could spend all they like and still have a fat surplus left over.

Perhaps the tax payers expect the State to find a solution that includes more tax payers and less welfare.

Ok. How about less welfare followed more police, police cars, more police stations, and more police equipment followed by a new prison building program and more guards.

People have to eat and pay rent.
