We used to live near Oakland. Had lots of welfare folks coming to shop at our markets- since there were no large markets in the poorer areas. I saw some unwise food choices- foods high in fats and sugars- but booze? Nope. The stores won't allow it. Now there is a black market for the welfare stamps, and some of the alcoholics probably starve their kids to feed their habits- but queens? Hardly. What I saw were folks in grinding ignorant poverty. We moved when there was a carjacking at our local market, and the junkies started hanging out at the phone booths.
