Unless I am very mistaken, there can be no capital gains taxes on simple paper gains.

The capital gains are taxed in the year in which profits are monetized. Most prudent persons set aside enough of the gains to pay the taxes. Sounds like your friend failed to do that.

I have little sympathy for their "plight", and as a taxpayer, I have little interest in underwriting their speculation failings.
