A Red Herring. These are campaign financing disclosures not threats against elected or appointed officials.

Suppose I were to be an out-of-state billionaire and sponsored a plebiscite on the the validity of Mormon church's tax deduction. I personally decide they are a cult and don't want them to have tax protection. I disguise my personal prejudice as a campaign to "protect religion". . I compare LDS to Scientology and say "Don't let California become overrun with cults", drawing parallels between Mormonism and Moonies, Rajneeshis, Branch Davidians, and every other fringe group saying "true religions" are older than 200 years.

I take out TV, print and radio ads all over California, hide behind a banner "Californians for Religious Protection". In my ads, I ague mainstream religion is under attack by cults, and that is denigrating all other legitimate religions. I manage to get people that to sign on because I misrepresent my personal dislike of LDS and its principles as a protection of THEIR religious views. I don't disclose who I am though.

Should I be able to be hiding behind my money, or should people know that this is one person's vendetta against a group of people? Do people have a right to know? Can they picket my house from the curb?

Suppose now it is not JUST me but 100 of my friends in the State too.
