Legalizing polygamy in the sense that each marriage would have legal status makes sense. The FLDS colonies would have to behave responsibly and could more easily join, if they chose, mainstream America. As it stands now, the men take multiple wives, they bear children and the women and children go on the welfare roles and game the system.

Actually, I guess they couldn't be forced to behave responsibly but it might more easily evolve. Most folks don't realize that when polygamy was practiced by the early Mormons, a man had to receive a dispensation from the Church in order to take multiple wives. He had to be a member in good standing with no evidence of poor character and he had to be affluent enough to support the wives and the many children that could ensue. No welfare or church assistance. Thus it was that very few men took multiple wives...maybe a second wife but that was all. If polygamy were legalized now, it might put pressure on the FLDS colonies to legally marry their wives, support them, and not put them off on the state welfare roles. They might even start educating all those kids past the age of 16
