Bush ordered the military to Iraq to defeat the regime of Saddam Hussein. They looked for WMDs, as the prevailing intelligence at the time believed they would find the unaccounted for items. They did not. However, they didn't invade just to look for WMDs.

Bush justified the invasion on Resolution 1441 of the UN Security council which found Iraq in material breach of its obligations. The UN Security Council had previously authorized The USA to use force when such a breach existed (Resolution 678 and 687).

Separate from UN authorization was the stated goal of United States foreign policy when Public Law 105-338 (the "Iraq Liberation Act") was signed into law by U.S. President Bill Clinton. The act directed that:

"It should be the policy of the United States to support efforts to remove the regime headed by Saddam Hussein from power in Iraq and to promote the emergence of a democratic government to replace that regime."
