YOu stated two reasons. Which one did the Bush Administration think authorized them to invade Iraq, the PL 105-338 or Resolution 1441.

I is well established that Cheney and his neocon buddies were pushing Clinton to invade Iraq since 1998. 9/11 and Cheney holding the office of VP gave them the opportunity. And they bungled by trusting the Iraqi exiles too much and not verifying the intelligence they provided the CIA.

The decision to invade Iraq was rash and the payback on the US dollars spent is not that significant. Saddam provided the geopolitical balance to Iran. Now Iran is running amok.
