They are the ones who determined the 17 aren't terrorists or have committed crimes against us. They then became a hot potato because China demanded they be turned over to the Chinese so they can be tried as separatists. The Bush administration didn't want to do that. But no other country would take them because they didn't want to piss off China. This is what a policy of grabbing up people for little or no reason leads to. You need to come to terms with the facts instead of your wild imaginings.
