Well, people pay sales tax, gas tax, all kinds of tax even if they don't pay federal income tax.

So, should they be able to vote in state elections if they can prove they paid State tax on buying food?

If they pay Federal Gas Tax, could they vote? Or Federal taxes on airline tickets? Or on thousands of other things. Or is it just Income Tax that you would use as a guide?

I think your plan may have a few flaws on the "taxation without representation" front.
