No confusion here. Must be on your end.

Pretty much by definition, a scientist is someone who does research in one of the fields of science. Now peer review, which is aimed at publication, is an important step in the whole process. Because without peer review, there is no real way to distinguish your work from that of the many cranks. And reality is that it is difficult to get anything peer reviewed unless you hold a doctorate. Not impossible, but difficult. There have been many notable scientists in history who didn't hold doctorates. But things have changed.

So the only baloney here is what you are serving.
