I understand it fully. The refugee camps are really towns where Palestinians live. As for being allowed to leave, the PA and Gaza are internally self-governing. Any restrictions on movement when they go to areas where Jews live is for security reasons. There used to be no restrictions and hundreds of thousands of Palestinian Arabs would go to work in Israel every day, crossing a border easily. That was the case for years until the terror groups began their bombing campaigns and put a stop to it.
