Most objective observers think it pays WAY more than it should for the prescriptions, and is a ridiculous giveaway of taxpayer funds to Big Pharma. It should have followed our military model, and negotiated mass drug purchases, like every national health program does elsewhere. Except that it has been massively under budget every year of its existence, fool. You're f*cking stupid. The only people who don't understand this are leftwinger nutjobs like yourself.
