Talk is cheap. I couldn't find a link on Google regarding Carter's announcement to bring "smart weapons" to the battlefield. Maybe you have one?

This is laughable. Reagan inherited a military that was on life support.

The first Stinger was fired in Afghanistan in '86. To suggest that Carter had ANYTHING to do with funding it is absurd.
