Hugh, if it was off, the provider tells you the phone is off or the user is out of coverage when you call. Do you use cell phones?

What happens when the cell phone is OFF?

What happens when it is off but you check for messages? That is what you do when hikeing, because you may not have a way to charge the phone. Also he may have simply left it in the car or home and instead took the prepaid throw away he bought just before the trip and gave the number to his chief of staff.
