It hasn't been tested against ICBMs. It has been tested against theater ballistic missiles(TBMs). The difference? TBM re-enter at about a third of the velocity and don't have decoys.

But it has been tested against USA193 which had a much HIGHER velocity and performed well. And decoys most certainly are NOT an issue with NK, at least not a sufficient number so as to cause a problem.
