And he's worked for the EPA 38 years. Carlin's published a lot of papers in recent years examining climate change regulatory systems in journals such as the Environmental Law and Policy Review. Two-thirds of the references in Carlin's report were to peer-reviewed and published studies. The remainder referenced new research since the publishing of the United Nations's Intergovernmental Panel on Climate Change last report.
