Dude.. it's a REGRESSIVE TAX!!! There should be NO question in your mind about that. CO2 emissions have NEVER been taxed before so the poor will bear the burden of paying them.

It's a consumption tax. If you emit CO2, you have to PAY for the right to do so.

Corporations will just pass on the tax to the consumer.
