Because the state is never going to legalize addictive drugs and then turn around and pay for rehab. 2 weeks of straight opiate use is an automatic addiction or dependency in EVERYONE due to neuroadaptation. 2 weeks, 2 months, 2 years or 2 decades of recreational alcohol use is not a 100% chance of addiction as every person is different and it often depends on the cytochrome P450 system of 60 detox enzymes, that's the reason.
