Rwanda is the exception; I could give you a long list of African wars filled with horrible atrocities committed by unelected military governments and guerrilla movements. There is no causal relationship there unless you can give me a long list of peaceful, successful benevolent dictatorships on the continent. And I would counter with Botswana, South Africa, modern Ghana and Namibia and others that come to mind as now-successful democracies.

My experience in the Third World is pretty deep, and I never saw much of anything good come from tyrants, even those with supposedly good intentions.
