There is already an international residential building code. It has been around for many years and, among many other things, it specifies required levels of energy efficiency for the building. Michigan uses it, as do many other states. The large builders like it because they don't have to learn/know all the various local ordinances, many of which are politically motivated.

There is also already an International Energy Conservation Code. My code book has entire chapters on energy conservation guidelines/requirements.

States are not required to adopt these codes, but many have. Michigan does not require an energy analysis for modification to existing buildings. That may be what Congress is trying to change.

I have studied and know how to do energy analysis, and sizing analysis for heating/AC. It's a fairly good methodology but some of it is a complete waste of time. The results of the analysis are almost always determined by a few key items.
