It doesn't work the way you think. It costs money to get reserves and develop them. They're not free. And you need to earn a return on the money you invest. Furthermore, you generally have joint partners and royalty owners with their own financial interests.

Now there are some OPEC NOC's that produce less than they can to support the price. I recently posted an article about Angola doing this to attain prestige and power within OPEC. But NOC's don't operate like profit making businesses.
